the u.s. supreme court said that overcrowded prisons are so bad they violate the ban on cruel and unusual punishment. >> reporter: this woman's son died at san quentin less than one year before his scheduled release. >> getting sent to prison in california should not mean a death sentence. >> this is the right decision for our clients who have been suffering for decades. >> reporter: in the minority opinion, justice samuel alito said reducing the prison population will lead to a grim a roster of victims. >> let's don't go overboard. we have limited financial resources in the state of

california. >> reporter: that is why republicans say they have not guaranteed the funding for the state realignment of prisons. they say if that realignment plan passes, inmates may not have to leave early to get the population down to 110,000 in two years. in stead for all violators and low-level offenders, they would be sentenced to county jail instead of the state prison. rita williams, ktvu channel 2 news. >> the maximum-security cell block is on lockdown tonight after riots last night. prison officials say close to 200 inmates were involved. no guards were injured but four inmates were hospitalized with stab wounds. a similar incident happened

last week at folsom prison. now to some developing news involving an accident with a tour bus. the driver lost control and cost over the church onto the side of the road. 14 people were hurt -- crossed over and onto the side of the road. the chp says it was headed from sacramento to san francisco. the family of bryan stow held a news conference today. stow is in critical condition but his family says they are hoping for improvements in his condition. stow's mother says she received a call yesterday just 40 minutes after the arrest of a suspect described as a primary aggressors. >> he said, i want to give you

million spam messages over one year. >> 160 million spam messages come from just one company. >> reporter: they say when they purchase products and follow the trail it crisscrosses the globe. researchers found at -- >> and 95% of the purchases went through three banks. >> reporter: the study found that the banks and credit card companies could be one key to stopping the flood of spam. >> if you make it so they can no longer make money off of it, that will cost the spam of volume to go down. >> reporter: one of the challenges is that these illegal spam companies operate outside of the united states. they will present their study

at a symposium in oakland tomorrow. protesters rallied outside san francisco hall over at&t's proposed installation to expand mailboxes for its uverse service. protesters want the supervisors to override that. the phone company plans to install more than 700 boxes around the city. an employee of the atm service company is accused of stealing $100,000 worth of atms in the area. prosecutors say he stole money last summer from one atm in daly city and six in san francisco. they say he replaced the money with slips of paper. san francisco police have arrested a man suspected of stealing computers from the global film initiative. police say the man in this

video is 35-year-old robert half men. his parole agents on the surveillance video and identified him. investigators say he jumped from a second story apartment. alcohol would be prohibited next month from another san francisco advance. organizers say it 45th annual union street square will be alcohol free with a focus on green education and sustainable living. the highway patrol is looking for drivers in connection with a deadly hit and run accident on the east bay freeway. a man was killed on southbound interstate 880. about six witnesses report seeing the man crawl across the highway. lanes were shut down until 2:00 a.m. until officers completed their
